MLL ( Minimum Level Of Learning)

MLL is a program to clear the basic concepts of student of previous academic years.
MLL is about the basic idea of the subjects which is anecessity and crucial requirement from the academic point of view. So needful studentsneed to be conscious of it.

Department of education MHRD (Ministry of Human Resource Development) formed a committee in June, 1990 with following goals.
  • Draw of MLL for class 3, 4 and 5
  • Recommend a procedure for comprehensive learner evaluation and assessment.
  • Suggest ways to improve teaching and learning.

Why is MLL needed?
  1. All children access to education of comparable standard irrespective of their cast, creed, location and gender.
  2. Combine quality concerns with concerns of equity
  3. To define criteria for measuring real progress of students in terms of learning
  4. MLL-Prerequisite to infuse a sense of direction to education system and improve its accountability.
  5. Students beyond primary stage are not aware of their basica education, what they studied. So, they learn here must sustain throughout their lives.
  6. All children reach MLL before they finish primary education.
  7. Make children as permanently literate, socially useful and contributing adults in this world.
What is MLL?
MLL stands for minimum level of learning .
  1. Expected learning outcomes defined as observable terminal behavior.
  2. Learning competencies expected to be mastered by every child by the end of a particular class.

Features of MLL
Achievability:
  • 80% or more students mastering prescribed learning level.
  • The goals may vary depending on the initial condition of institute in different region to start with.
  • Later on by improving the inputs to system all the students will be brought to same level of achievements.
  • In MLL our goal is to achieve 100% literate with the basic needs. Results in reducing disparities and equalizing standards. Over entire country over shortest period of time.
Communicability:
  • MLL should be understandable to the teachers NFE instructor, parents and the community.
Evaluability:
  • No detention at primary level MLL do not oppose to idea but it defines clear cut goals in terms of learning abilities which should be mastered by all in each class.
  • Achievement of these learning should be the criterion of evaluation.
Learning continuum:
  • Units are sequenced hierarchically.
  • If children master the concerned sets or competencies in each unit before they move on to the next.
  • Learning each subsequent unit will be more enjoyable and meaningful.
  • Achievement of minimum levels of learning will be facilitated.
Major drawbacks of existing curriculum:
  • Overload of content of facts and information irrelevant to the needs of life.
  • Need to complete the syllabus results in ignorance of the weak and stragglers, leaving no room for remedial teaching and experimentation, exploration, observation and activity based learning.

Implications of MLL:
  • Lightning to curriculum
  • Giving room to teachers for experimentation
  • Sustainable acquisition of basic competencies and skill
  • Permitting mastery learning not only by brighter student but also including the 1st generation learners.
MLL for learners:
  • Mastering of nine basic skills namely, listening, speaking, reading, writing, comprehension of ideas functional grammar, self-learning, language use and vocabulary.
  • MLL stresses up on creating an informal social environment in the class for evaluation in language.
MLL for Mathematics:
  • Ability to use and solve simple problems of daily life involving units of money, length, weight, capacity, area & time.
  • Ability to use fractions, decimals and percentage.
  • Understanding of geometrical shape etc.
  • Emphasis should be given on experimental approach in teaching and learning mathematics
MLL for Science:
  • Ability to understand the terminologies regarding all necessary topics
  • Concepts must be clear for related topics
